Former Yilong People's Congress Chairman, Zhang Si Zhi, who worked at the Association for Rural Development of Yilong (ARDY) from 1995 until his retirement, is still remembered for his assistance in the creation of the organization and his service as Director-General. For ten years, he worked incessantly on activities to promote development for rural people and to provide services to the poorest residents of Yilong. He also sought to build and create community-based organizations with Chinese characteristics. For his notable work, he has received the title of honor from the National Advanced Retired Cadres committee.
